Many, many, many debt collectors think they can ignore this simple rule. I don’t know why getting licensed is so daunting for them. I presume they are so busy harassing people for money, they can’t slow down long enough to find out they need a license. They just hop in their semi and roll through peoples lives, with no understanding of the sleepless nights, the stress, the overall pain and discomfort imposed upon their victims, your friends, neighbors, and loved ones.
